What is a LOMC?
A LOMC is a letter, which reflects an official revision to an effective NFIP map.
LOMCs are issued in place of the physical revision and republication of the effective
map.

CLOMA |
A Conditional Letter of Map Amendment (CLOMA) is FEMA's comment on whether a proposed
project would be excluded from the Special Flood Hazard Area (SFHA) shown on the
effective National Flood Insurance Program (NFIP) map. There is no appeal period.
The letter becomes effective on the date sent. This letter does not revise an effective
NFIP map, it indicates whether the project, if built as proposed, would or would
not be removed from the SFHA by FEMA if later submitted as a request for a Letter
of Map Amendment.

CLOMR |
A Conditional Letter of Map Revision (CLOMR) is FEMA's comment on a proposed project
that would affect the hydrologic and/or hydraulic characteristics of a flooding source and thus result in the modification of the existing regulatory floodway or
effective Base Flood Elevations. There is no appeal period. The letter becomes effective
on the date sent. This letter does not revise an effective National Flood Insurance
Program map, it indicates whether the project, if built as proposed, would or would
not be removed from the Special Flood Hazard Area by FEMA if later submitted as
a request for a Letter of Map Revision.

date sent. This letter does not revise an effective NFIP map, it indicates whether
the project, if built as proposed, would or would not be removed from the SFHA by
FEMA if later submitted as a request for a Letter of Map Revision based on Fill.

floodplain and/or floodway boundary delineations, planimetric features, and/or Base

Hazard Area. The letter becomes effective on the date sent.

Flood Elevation and excluded from the Special Flood Hazard Area. The letter becomes
effective on the date sent.
What is eLOMA?
The Federal Emergency Management Agency (FEMA), in association with the National
Service PRovider (NSP), has designed a new interactive online determination tool
for MT-1 requests called eLOMA. eLOMA is a web-based application within the
Mapping Information Platform (MIP) that provides
licensed land surveyors and professional engineers (Licensed Professionals) with a system to submit simple Letter of Map
Amendment (LOMA) requests to FEMA. This tool is designed to make a determination
based on the information submitted by the Licensed PRofessional and allow them to
generate a determinatino from FEMA in minutes. The initial release of eLOMA
will enable Licensed Professionals to make requests for existing single residential
structures or properties, provided no fill has been placed to raise
the elevations
of the structure or property. Approximately half of the LOMAs processed annually
(about 10,000 cases) meet the requirements of eLOMA.

that certain information be submitted with the application. The following tips will

Have a Surveyor or Engineer
- Indicate the lowest adjacent grade (elevation of the ground next to the lowest part
of your foundation)
- Confirm that elevations submitted are referenced to same datum as the official floodmap
